About eight minutes’ walk from The Serra Residences, the heritage site at 2 Moulmein Road is being transformed into a new lifestyle hub. It is one of two projects, with HealthCity Novena, that are changing the neighbourhood.
The Site’s History
2 Moulmein Road was home to Middleton Hospital, which opened in 1913, and later to the Communicable Diseases Centre, which served the nation until 2018 when its work moved to the National Centre for Infectious Diseases next door. The state-owned site spans about 91,000 square metres and holds more than 40 buildings, many of them set among mature trees.
The New Lifestyle Hub
The Singapore Land Authority awarded the site to Country City Investment, the company involved in the transformation of Dempsey Hill into an established lifestyle enclave. Plans for 2 Moulmein Road describe a park-like, multi-generational destination with restaurants and cafés, sports and wellness facilities, family-friendly communal areas such as playgrounds and park nodes, pet-friendly spaces and greenery-filled open space. A number of the heritage buildings on the site are protected for conservation and will be adapted for their new uses.
When It Is Expected to Open
The lifestyle hub is expected to open in the first quarter of 2027. With the estimated TOP of The Serra Residences in Q4 2030, the hub should be well established by the time residents move in.

For residents, 2 Moulmein Road promises a destination for dining, exercise and weekends a short walk from home, in a green setting.
